I've been seeing this for a while now, usually after the rains which sucks but is understandable. This drainage i believe originates
from the gutters of the wealthy homes above the cliff from the coast hwy. However, this was not after a rain and i also think the restaurant directly in front of it is pumping out it's crap too. maybe even connected to the same pipe.
